CALL TO ORDER Co-Chair Kelly called the Senate Finance Committee meeting to order at 10:52 a.m. MEMBERS PRESENT Senator Anna MacKinnon, Co-Chair Senator Pete Kelly, Co-Chair Senator Peter Micciche, Vice-Chair Senator Click Bishop Senator Mike Dunleavy Senator Lyman Hoffman Senator Donny Olson MEMBERS ABSENT None SUMMARY SB 139 APPROP: OPERATING BUDGET/LOANS/FUNDS SB 139 was HEARD and HELD in committee for further consideration. SB 140 APPROP: MENTAL HEALTH BUDGET SB 140 was HEARD and HELD in committee for further consideration. CSHB 256(FIN) APPROP: OPERATING BUDGET/LOANS/FUNDS SCS CSHB 256(FIN) was REPORTED out of committee with a "do pass" recommendation. CSHB 257(FIN) APPROP: MENTAL HEALTH BUDGET SCS CSHB 257(FIN) was REPORTED out of committee with a "do pass" recommendation. CS FOR HOUSE BILL NO. 256(FIN) "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; repealing appropriations; making supplemental appropriations; and providing for an effective date." Co-Chair MacKinnon asked that the specifics of the meeting be addressed. Co-Chair Kelly stated that the meeting was a continuation of the prior day's meeting. Co-Chair MacKinnon made a motion to adopt the current version of the bills. Co-Chair MacKinnon MOVED to ADOPT the proposed committee substitute for CSSB 256(FIN), Work Draft 29-GH2740\U (Wallace, 3/11/16). There being NO OBJECTION, the proposed committee substitute was adopted. Co-Chair MacKinnon MOVED to REPORT SCS CB 256(FIN) out of committee with individual recommendations. She also OBJECTED for discussion. 10:57:11 AM RECESS 10:58:07 AM RECONVENED 10:58:14 AM Co-Chair MacKinnon REMOVEED her OBJECTION. There being NO OBJECTION, it was so ordered. She directed the Legislative Finance and Legislative Legal Divisions to make appropriate conforming or technical changes. There being NO OBJECTION, it was so ordered. SCS CSHB 257(FIN) was REPORTED out of committee with a "do pass" recommendation. Co-Chair MacKinnon shared that she had no further motions. Co-Chair Kelly explained the budget process. Co-Chair MacKinnon expressed thanks to the many individuals who contributed to the work on the operating budget. 11:11:02 AM Co-Chair Kelly remarked that the vision of the governor must be considered in the process. He shared that a fair discussion could not be addressed in the "normal way", because of the unusual nature of the current fiscal crisis. He felt that a 90-day session did not provide enough time for the legislature to complete their business. Senator Bishop thanked the committee. Senator Dunleavy also thanked the people who were involved in the budget. Co-Chair Kelly remarked that the plan was intended for systemic change. He noted that the committee would be pressed for time to make systemic change within 30 days. 11:18:29 AM RECESSED 11:41:54 AM RECONVENED SENATE BILL NO. 139 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs, capitalizing funds, making reappropriations, making supplemental appropriations, and making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." SB 139 was HEARD and HELD in committee for further consideration. SENATE BILL NO. 140 "An Act making appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program; and providing for an effective date."
